{Hello Postal people, I am new too this and fudging it as best I can, but here is the new information that all of us need to know about! -Brian D.} Article V SEC. 1 (A) General President – raise salary to $350.00 SEC. 1 (B) Executive Vice-President – raise salary to $150.00 SEC. 1 (C) Secretary-Treasurer – raise salary to $250.00 SEC. 1 (D) Craft Presidents 1. Clerk Craft - raise salary to $300.00 2. Maintenance Craft – raise salary to $100.00 3. Motor Vehicle Craft – raise salary to $100.00 SEC. 1 (E) Editor – raise salary to $270.00 SEC. 2 (A) Administrative Secretary – raise salary to $250.00
Article V (added language in bold) SEC. 1 (D) CRAFT PRESIDENTS – Craft Presidents shall be the head of their respective crafts. Each shall, under the supervision of the President, assist in handling grievance matters, organization and Legislative matters, and perform such other duties as may be assigned to him/her by the President. Each Craft President will be an automatic delegate to his/her own respective Craft Convention and to the National Convention. Each craft President shall have authority to countersign checks. Each Craft President shall receive a nominal salary as listed below: (this should be in-acted immediately if passed by the body)
Article V (added language in bold) SEC. 1: EDITOR (E) 1: Editor shall be responsible for the editing, construction, printing, and distribution of the local paper at a minimum of one issue per quarter but not more than one (1) per month. The paper will be mailed to every member in good standing after approval by the General President. The editor will receive a nominal salary to two hundred twenty dollars, ($220.00) per issue to be paid when the publication is mailed.

Article V (new section) SEC 2. The elective Alternate Stewards will not be considered officers of this Organization and shall have the following duties listed in (A) 2 – below
(A) 1: Alternate steward – (clerk craft only main office) When there is enough participation of members in good standing, there will be a minimum of (tw0) 2 alternates on tour II. One (1) or more will be appointed by the craft president, one (1) will be elected by the members on Tour II. Tour III will have a minimum of four (4) alternates. Two (2) or more will be appointed by the craft president, two (2) will be elected by the members on tour III. Tour I will have a minimum of four (4) alternates. Two (@) or more will be appointed by the craft president, two (2) will be elected by the members on tour I. These Alternate Stewards shall be certified by the General President. (A) 2: Alternate Stewards – the duties of the Alternate Stewards will be to handle and adjust grievances for members of the Organization as requested by the steward(s) of their respective tour or by the Craft President or President of this Local.
The elections of alternates will start with the 2007 elections of officers. The first elected alternates shall be done by ballot vote during special tour meetings that will be scheduled in February of 2006.
Article V (added language in bold, also change in SEC – see above change) SEC 3: (B) SHOP STEWARDS – ADDED LANGUAGE IN BOLD
Will be appointed by the Craft Presidents of the respective crafts. These Stewards shall be certified by the General President. Stewards are the front line of this local (the face so to speak), being such, stewards(s) will not make derogatory statement(s) about the Local or National Union. They will give all members of this local the dignity and respect they deserve as members of the Roanoke VA Local. Failure to follow the above or the duties listed below will make that steward subject to removal as outlined in Article VI, Sec. 4 (see below for new language submitted) The duties of the stewards will be to handle and adjust grievances for members of this Organization. Chief Stewards shall supervise the activities of a group of stewards and handle grievances at Step 2, if so designated by the President.
Article VI (change) SEC 4: Be changed to Article VI Sec 5:
Article VI (new section) SEC 4: Alternate Steward and Steward removal committee: Shall consist of the members of the Executive Committee. The President, on written request from a member in good standing, shall request a meeting of the removal committee to review the member’s complaint of an alternate steward or steward to see if the complaint warrants an investigation. If an investigation is held, the results will given to the committee and the committee shall request an interview of the alternate steward or steward and then take a vote to see if the alternate steward or steward should be removed from their position. If the steward or alternate steward refuses to meet with the Committee, the committee will proceed with the vote. The decision of the committee shall be final.

Article VIII ELECTIONS (ADD LANGUAGE) SEC 1: (B) - Any member in good standing is eligible to run for office or Alternate Steward.
SEC 2: the candidate with the greater number of votes for the office or Alternate Steward for which he/she is running shall be elected to that office or Alternate Steward Position.
SEC 3: Election of all officers and position of Alternate Steward shall be by secret written ballot with all members in good standing receiving ballot. There shall be no voting by proxy. Ballots to be returned at a specific day by mail. Only members in good standing as of the date of nominations shall receive a ballot.
SEC 5: The nomination of Officers and Alternate Stewards shall be made in the following order: (D) Election of Officers and Alternate Stewards shall be made at the March meting and assume duties at the April meeting.
Article XI Expenses of officers and Delegates (New section to article)
Article XI SEC 5: before voting delegates to any training seminars and conventions, the Executive Board members present at the meeting shall have the opportunity to meet. The Executive Board shall have the right to vote for two (2) of the delegates on the ballot unless the finance committee recommended sending fewer than two. This vote will only take place when there are delegates on the ballot that the Board feels it is necessary to send to the training. If the Executive Board does not find this need, the members will vote for the total number of delegates recommended by the finance committee. This will only be for seminars and conventions in which steward training is being offered.

Article XI SEC. 2: Change to read:
Delegates to the National Convention will be elected at the January meeting preceding the Convention. Delegates to the State Convention will be elected at the meeting two months prior to the date of the convention or when notified of the convention.
Instead of our union representatives being appointed, they need to be voted into office. This will help prevent people who have negative attitudes toward some employees not let their personal feelings dictate how they carry out their stewardship in representing these employees. It would also help out a stop to cronyism at every postal installation. We need union representatives who value confidentiality and show the greatest integrity.
